Historical Background

Zechariah Chapter 2 study notes:

The third vision granted to Zechariah arrives swiftly on the heels of the previous two, and it opens with the prophet lifting his eyes to behold a man carrying a measuring line. This was a familiar sight in the ancient Near East, where surveyors used cords or rods to assess land for building or taxation purposes. The Babylonians were meticulous recorders of property boundaries, and the returning exiles would have been deeply sensitive to questions of territory and ownership. Jerusalem in Zechariah's day was a ruin.

Its walls were broken, its population thin, and its future deeply uncertain. That someone should appear in a vision to measure the city carried enormous emotional weight for a community that had spent seventy years in captivity wondering whether God had finished with them entirely. The measuring man is likely an angelic figure, though some commentators including Matthew Henry have suggested he represents the divine purpose itself being made visible, the intention of God to restore what had been lost being enacted in symbolic form before the prophet's very eyes.

Core Teaching

What makes this vision remarkable is the interruption. Before the measuring man can complete his task, the interpreting angel is met by a second angel who delivers an urgent correction. The city, he declares, cannot be measured by ordinary lines because it will outgrow every human calculation. Jerusalem shall be inhabited as open country, without walls, because of the sheer multitude of people and livestock within her.

This is a staggering promise to people who had just returned from exile to a half-empty city surrounded by rubble. Adam Clarke notes that this language points beyond any literal restoration to a spiritual enlargement that no physical boundary could contain. The conventional ancient city was defined entirely by its walls; security, identity, and civic belonging all depended on those walls. To say Jerusalem would have none was not a statement of weakness but of an overflowing abundance that would render walls irrelevant.

God himself would be a wall of fire around her and the glory dwelling in her midst, which is the language of the Shekinah presence returning, the very thing whose departure the prophet Ezekiel had mourned decades earlier at the fall of the first temple.

The call to flee Babylon in verses six and seven has both an immediate and a layered meaning. The exiles still remaining in Mesopotamia are summoned with urgency, the word “ho” being a sharp attention-getting cry in Hebrew, something closer to “Hey! Listen!” than a gentle invitation.

Many Jewish people had settled comfortably in Babylon, established businesses, built homes, and were reluctant to make the difficult journey back to a land of poverty and uncertainty. Zechariah's word to them is pressing: leave now, because what is coming upon Babylon will overtake those who stay. The phrase “the daughter of Babylon” is a personification of the whole Babylonian system of power and false security. Barnes' Notes draws attention to the prophetic layering here, seeing in this call an echo that reaches across centuries to the New Testament's own cry in the Revelation of John where God's people are summoned to “come out of her” before her judgments fall.

Ellen White understood this passage as speaking to a spiritual principle that runs throughout redemptive history, that God's people are always in danger of accommodating themselves to the values and comforts of the surrounding culture until they can no longer hear the call to something holier and higher.

Commentary Insights

The assurance in verses eight and nine is one of the most tender and fierce declarations in the entire prophetic literature. The phrase “the apple of his eye” translates the Hebrew literally as “the pupil” or “gate of the eye,” that most sensitive and carefully protected part of the human body. To touch Israel is to touch something God guards with instinctive and fierce protectiveness. Jamieson, Fausset and Brown point out that this expression implies not merely affection but the immediacy of response, the way a human being does not deliberate when something approaches the eye but reacts at once.

The nations that plundered Zion did not merely offend God at a distance; they struck at something he holds with the closest possible care. The divine judgment upon those nations would be so complete that they would become the servants of their own former servants, a reversal of fortune that would cause Israel to know, beyond all doubt, that the one speaking through Zechariah was genuinely the Lord of Hosts.

Reflection & Application

The chapter reaches its emotional and theological climax in verses ten through thirteen. The call to sing and rejoice is addressed to a community that had wept by the rivers of Babylon and hung their harps on willow trees. The reason given for rejoicing is not political victory or economic prosperity but something far deeper: “I come, and I will dwell in the midst of thee.” This is the promise of incarnation heard through prophetic echo, the God of the universe choosing not merely to visit but to inhabit.

Many nations, not just Israel, will be joined to the Lord in that day, which completely shatters any narrow ethnic reading of the covenant and looks forward to the missionary universalism of the New Testament church. Christ-centred interpretation finds in this verse the fulfillment promised in where the Word became flesh and “tabernacled” among us, using the very vocabulary of divine dwelling that Zechariah here anticipates.
